"The Prosecutor-Open-Day event was vivid, concrete and highly compelling, allowing participants to fully appreciate procuratorial organs’ sense of responsibility and people-centered commitment in the protection of minors." Wang Liang, Deputy and Director of the Electrical Technology Department at Shandong Weida ., made these positive remarks when commenting on the “Prosecutorial Care Walks With You, Grow Toward the Sun” Prosecutor-Open-Day hosted by the People’s Procuratorate of Tengzhou City, Shandong Province.

Wang Liang has long attached great importance to the comprehensive protection of minors. Through research, he learned that in recent years, the People’s Procuratorate of Tengzhou City has adapted to the new landscape of comprehensive minor protection, stayed focused on its primary duties for juvenile procuratorial work, and systematically built the “Blue-Lotus” Juvenile Procuratorial Brand.

In terms of case-handling philosophy, it adopts a zero-tolerance rigid crackdown on crimes infringing upon minors. In institutional design, it brings forward judicial assistance thresholds and establishes a specialized “1+N” education-and-rehabilitation system to advance individualized correction for juveniles with delinquent acts. In governance approaches, it integrates the full workflow of procuratorial case-handling, promotes coordinated efforts among the six types of protection — family, school, community, cyberspace, government and judicial protection — and fosters a full-chain, multi-level and three-dimensional framework for minor protection.

Wang Liang suggests that procuratorial organs should further target institutional bottlenecks and governance challenges in minor protection, and make sustained efforts in lawfully punishing crimes against minors, strengthening legal supervision over minor-related cases, and deepening source-oriented governance. Meanwhile, they should drive the six-pronged protection mechanism from loose coordination toward in-depth integration. Leveraging platforms such as rule-of-law vice-principals and youth rule-of-law education bases, procuratorial bodies should innovate legal publicity approaches, enhance the accuracy and outreach of legal education, and build a solid safety shield for minors’ sound development through high-quality and efficient procuratorial performance.

He also hopes procuratorial organs will keep expanding juvenile procuratorial outreach onto campuses and into communities, and tell touching, indepth stories of juvenile procuratorial work.
